STARLink is a statewide, toll-free helpline designed to assist consumers with urgent medical needs who are experiencing barriers to receiving health and long term care services. STARLink advocates provide support and information to persons enrolled in or eligible for any of the Texas Medicaid managed care programs (STAR or PCCM).

• STARLink intervenes promptly with the state Medicaid office, managed care organizations, providers and any other appropriate entity to help callers with urgent medical needs get the services they need.
  
  
• STARLink educates persons about their rights and responsibilities under managed care, including grievance and appeal procedures, so they are able to advocate for themselves.
  
  
• STARLink collects and maintains statistical information on a regional basis regarding calls received by the assistance lines and publishes quarterly reports that identify trends and helps Medicaid managed care agencies identify and correct problems.

Consumers who are enrolling in, or are currently enrolled in any of the Texas Medicaid managed care programs and have an urgent medical need.

Anyone who is trying to help a consumer access services in the Texas Medicaid managed care system.

The purpose of STARLink is to help consumers navigate an extremely complex healthcare system, and to do so in cooperation and collaboration with health plans, health care providers, and state agencies. STARLink also plays an important role in educating consumers about managed care so they can access the services they need. STARLink's statewide reach will enable the program to identify problem trends, recommend solutions and ultimately improve the managed care system.
