Texas HEART was awarded the Texas Department of Health contract to operate the Medicaid Managed Care consumer helpline mandated by the Texas Legislature. In 1995 Medicaid managed care reform began with passage of a series of bills which started the transition of the Medicaid program from a fee for services model to a managed care delivery system. An important component of those complex and far-reaching measures was the creation of a consumer helpline. The legislature, anticipating that the complexities of managed care would be a challenge to Medicaid consumers, established this independent line staffed by advocates to help enrollees facing barriers to needed care. The helpline legislation was modeled on similar functions in other states where Medicaid managed care had already started.
